Chief Executive Designate of new Norfolk and Suffolk ICB announced

Ed Garratt OBE has been announced as the Chief Executive designate of the proposed new NHS Norfolk and Suffolk Integrated Care Board (ICB).

Ed has been Chief Executive of Suffolk and North East Essex ICB for three years and more recently was appointed interim CEO of Norfolk and Waveney ICB. These two ICBs are now due to merge with the new statutory body going live in April 2026. It will be responsible for NHS funding across both areas.

Ed said: “I am honoured to lead our new proposed organisation and look forward to supporting the excellent work of our hard-working staff to improve health outcomes across Norfolk and Suffolk.

“Our ambition is to create an outstanding organisation that drives, with our partners, meaningful improvements for the communities we serve.”

Chairman designate of the NHS Norfolk and Suffolk ICB, Professor Will Pope, said: “Ed has an impressive track record of delivery and has built an excellent reputation over his 10 years as an NHS CEO.

“I am extremely pleased he has been appointed and look forward to working with him to help the new ICB drive forward with our staff and partners improved health outcomes for our communities in Norfolk and Suffolk.”

Clare Panniker, regional director for NHS England in the East of England, said: “I’m delighted to confirm the appointment of Ed as Chief Executive designate. He brings a wealth of experience of health service leadership to the benefit of patients across the ICB area and wider region.

“This appointment will play a pivotal role in helping us deliver the bold and ambitious 10 Year Health Plan here in the East of England.”
